A POLÍTICA E A CIDADE

O pensador grego da antiquidade que formou a base do pensamento moderno sobre a política foi Platão (428 a.c – 387 a.c). Em seus Diálogos, Platão refunda o pensamento político grego e inventa esquemas imaginários de poder. Em A República (433 a.c) Platão estará fundamentando o direito na cidade-estado grega, onde a justiça é o fato de que o conjunto da cidade está bem dividido, bem articulado, e que nesse conjunto da cidade cada um tem o seu lugar e não tenta tomar o de outro. Desse modo, a hierarquia da cidade reafirma a natureza diferente dos indivíduos que compõem a cidade-estado, justificando dessa forma a divisão em classes e a ocupação diferenciada do território da cidade.
Em A República, estar-se-ia tentando uma aproximação para definir a boa cidade, uma idealização. Poder-se-ia dizer que em A República fundamenta-se toda a ideia da ciência do urbanismo com suas divisões, setorizações, zoneamentos e hierarquizações do espaço. Nesse primeiro momento do pensamento platônico, a cidade é um conceito puro, como a verdade e a beleza, onde a funcionalidade e a boa forma da cidade pudessem ser trabalhadas em um conceito técnico, onde no grego thecné se aproxima de uma ideia de arte. Parece óbvia a coincidência desse pensamento clássico do filósofo grego com uma gênese narrativa do urbanismo moderno.
De acordo com A República, são os filósofos de um tipo especial que deveriam governar a cidade, segundo Platão, depois de terem passado o essencial de suas vidas preparando-se para a teoria, para a visão, para a intuição das Idéias. Mas nesse texto de Platão encontra-se um paradoxo, pois nada nos diz que essas Idéias tornem o filósofo da República capaz de gerenciar, de governar nas situações singulares, concretas. Esse tema do filósofo que dirige o olhar para um lugar e que não vê diante de seus pés também faz parte do anedotário filosófico dos gregos: lembremo-nos de Tales, que olha o céu e cai num buraco.

METROPOLIS OF THE FUTURE

The rupture in the territory of the metropolis provoked by the fourth wave of the digital revolution will transform urban spaces and human activity. The urbanized civilization will have to adapt its territory to this new technological way of life and this will imply in rethinking the use and occupation of the soil in the cities. The amplitude in the absorption and implantation of these new technologies in their territorial infrastructure will differentiate the metropolises as a place of prosperity and producer of knowledge, defining their position in the global competition.

The optical cabling system and high-speed broadband, with the incorporation of digital technologies in transport, energy consumption and production will be normal in cities. Recycling solid waste and sanitation on digital platforms as well as rationalization of supply, traffic management and public safety will make the city more and more efficient. It will be, therefore, the metropolis, a privileged place of production of the creative economy with shared prosperity.

One possible change will be the expansion to a larger region of direct influence, as the use of work platforms and alternatives with transport applications will provide a spreading of the cities. Paradoxically, cities will also need spaces of social interaction and centralizing, as bases for the gratification of virtual communities and the necessary physical catharsis to consolidate the collective identity.

These spaces will boost polycentrism in the metropolis, where virtual communities would choose places to socialize and exchange group experiences. The combined network events would take place in places (squares, parks or subway stations) that were not initially designed for this purpose, allowing greater flexibility in the ground and better utilization of the infrastructure. The various centers of the metropolis will also increase their specializations according to the interests of groups or services, such as regions with medical centers, purchases of clothes or electronics, foods and conglomerates of education and training, among others.

The buildings will be reprogrammable, changing their uses according to local interests and quickly adapting to the new activities demanded. Or it could have multiple uses scheduled and digitally controlled according to the needs of virtual communities, ie a building may be a social center, gym, fair, nightclub, theater, school or other adaptive uses. To the extent that these infrastructures in information and communication technologies connect citizens, governments, companies, factories, consumption and educational equipment, metropolises will be spaces of experimentation, generation of knowledge and transforming centers of ideas into values ​​in the global economy.

DIGITAL CITY

The fourth industrial revolution, in the digital / technological, and that is in progress will produce great shocks in social and economic activities, consequently, in the territory of the cities. The technological innovations of this new digital age, in terms of its global scale and its comprehensive form that advances in all walks of life, as well as its complexity and speed, will transform the spaces and life of humanity. And cities will be greatly impacted, as this is the privileged space where the main human activities are concentrated. Urban life will be affected in its sense of belonging and neighborhood, or living and living, when it no longer depends on physical proximity; but rather of a virtual community connected on a digital platform.

The city will be modified when the work is robotized and industrial plants no longer need large flows of workers moving between regions. Trade will not depend on spaces concentrating goods and people, as logistics systems and virtual experimentation of objects will allow everyone to join in a virtual market. The industry with the production of custom objects in 3D printers will be integrated spaces in the urban structure and no more immense factories in the peripheries. The autonomous vehicles will substantially change the urban mobility and the management of the streets and avenues, to the same extent that will change the concept of vehicle as individual patrimony.
 
The living spaces will be a mixture of living, working and leisure with the artificial intelligence and the internet of things. All these possibilities will bring about profound changes and ruptures in housing, production, work, consumption, leisure, transportation and logistics systems, that is, they will cause impacts and discontinuities in the functions and territory of cities. History shows that cities have had only three such large spatial ruptures. The first one, in its origin, when the walls defined a space of security and of the centralized administration, marking the difference with the activity of the field. The second, in the agricultural revolution, after the middle ages, where national states were forming, expanding and demarcating frontiers and allowing cities to extrapolate the walls and consolidate themselves as a territory of commerce and services. The third, in the industrial revolution, when the intensive process of urbanization, concomitant with the large industrial plants of scale production predominating in the territory, provoked intense and deep transformations in the cities.
 
The fourth break in the territory of cities is already approaching the new technological / digital revolution. Are the cities prepared to face the challenges of this new era? Can space be planned for activities in this new phase of humanity? Will the urban civilization be able to adapt its territory to this new digital / technological way of life?

PLANEJAMENTO DA CIDADE

A qualificação da administração pública no Brasil não acompanhou a velocidade do desenvolvimento econômico. Os investimentos imobiliários funcionam como atrativos de pessoas e concentram fluxo de veículos, provocando prejuízos na mobilidade metropolitana e novas demandas em obras públicas. Fica patente um descompasso entre a capacidade dos empreendedores da iniciativa privada na promoção do crescimento das cidades e a incompetência das administrações, notadamente as municipais, em planejar e executar infra-estrutura.
A qualidade de vida urbana depende de um equilíbrio entre os novos empreendimentos imobiliários e o imprescindível planejamento municipal na expansão de obras e serviços públicos. As cidades, dessa forma, crescem desordenadamente, pois não tem gestores que se preocupam com o processo de planejamento.

O político para governar uma cidade deve compreender essa dinâmica espacial com sensibilidade humanista e racionalidade técnica de gestão. Os eleitores precisam entender que o prefeito deve ser um funcionário público com competência administrativa para melhorar a vida urbana.

A CIDADE COMPLEXA

A compreensão do fenômeno urbano e a instituição de um imaginário da cidade somente se faz com um pensamento complexo. Esse pensamento complexo pode lançar alguma luz sobre a urbe, enquanto processo de produção social do espaço, e ainda sobre o imaginário da cidade. Portanto, para a constituição desta complexidade urbana na sua totalidade e ao mesmo tempo entender melhor o que é um elemento espacial informacional. Isto é: qualquer elemento construído, natural ou cultural que se percebe através dos sentidos humanos como parte da cidade.
Entretanto, mesmo que na maior parte das cidades as ruas, calçadas e praças embora sejam elementos espaciais reconhecíveis do ponto de vista simbólico, e embora como um repertório espacial humano quase que universal, estes são prenhes de atributos de acordo com a sua localidade, de acordo com aquela cidade específica. Assim, esse valor ou atributo simbólico engendrado nesse elemento urbano cria um imaginário apenas na mesma medida em que este esteja localizado e faça parte de um sistema espacial mais amplo. 
Essa complexificação da sociedade urbana em redes intricadas de relações, por outro lado tende a uma necessidade de homogeneização, uma lógica sistematizada com representações redutoras e, conseqüentemente, simplificadoras. A cidade passa a ter uma imagem reduzida com sentido “hologramático”, onde a parte não somente está no todo, como o todo está inscrito na parte.

A PÓLIS, A CIDADE E A URBE

A pólis é a essência manifesta de uma vida organizada em sociedade. A instauração primeira de um laço grupal e social da horda primitiva para, juntos, os seres humanos criarem condições de sobrevivência, segurança e meios de produção para suas necessidades vitais. As origens das cidades estão não só apenas nas ruínas de muralhas e restos de alguns utensílios encontrados por arqueólogos. As pegadas deixadas na domesticação da natureza e nessa forma de compartilhar os espaços comuns devem estar alicerçadas na necessidade humana de viver em comunidade. A vida social, como uma gênese da pólis, deve ser uma característica arquetípica da própria existência do ser humano como um novo paradigma

A criação do homem o coloca, desde o início, em um contexto de referência do coletivo, de um outro ser e perante uma outra consciência. A percepção da realidade é, portanto, a relação como uma externalidade do outro, do que está fora e faz sentido à consciência. Antes de tudo tivemos uma predisposição para a vida social compartilhada e um convívio grupal. 

Ora, parece haver uma intenção de convivência social e cooperação em um mesmo espaço para melhor dominar a natureza. Essa organização em grupos sociais parece emergir de um inconsciente primordial de luta pela vida contra a natureza. Entretanto, manter a coesão de um grupo de indivíduos com interesses, às vezes, conflitantes requer a imposição de uma força maior, uma autoridade politicamente reconhecida por todos, ou quase. Assim, o domínio de um território por uma coletividade está indissociavelmente condicionado ao poder de um, ou representação de uma instituição, que concentra a força e impõe o interesse coletivo sobre o individual.

A imagem desta ordem social está, portanto, refletida no espaço desta pólis como um espírito humano. Esta linguagem primordial da forma organizacional de uma sociedade é a função primitiva da cidade como pólis. As estruturas imateriais criadas pelos agrupamentos humanos para sua proteção e reprodução, com melhoria da variabilidade genética e conseqüente aumento do sucesso de sobrevivência, foram argamassa desse sentimento de territorialidade. A intuição de colonização em comunidade e remodelação técnica do ambiente, como os castores e formigas, é importante para depreender a função social de cooperação dos grupos humanos para melhorar o habitat comum, criando um organismo político que se transformou em cidade.
